Apparently someone asked him what he was doing and he said he was observing the orienteering. My first thought was also that it was some weird new kind of hunting, but he didn't have any particular hunting gear.
There's no hunting in PA on Sundays anyway. (Well only for a small number of weird animals like crow.) Kind of unusual for someone to want to observe orienteering, and especially so by being on the ground behind a log!

Yes - we had him out as a safeguard. The stakes and streamers of controls in that vicinity kept disappearing over the last few weeks, so Ed asked Jeff to keep an eye on things.
He seemed to have a book out and reading when I went by.
Haha!! I would have liked to meet him, in retrospect. Not creepy at all :)
I saw him, too, and ran right past his head, assuming he was a photographer, but quickly forgot all about him. Had I been alone in the woods, I'd have been totally freaked out. Thanks to him and the organizers for making sure that there was no disruption to the courses.
